Dr. Powell is a board certified physical medicine & rehabilitation specialist. He earned his bachelor’s degree in biology at Alabama State University in 1996 and his doctorate from the Philadelphia College of Osteopathic Medicine in 2004. He graduated from the Temple University/MossRehab PM&R residency program where he was nominated chief resident and he is a graduate of the Interventional Pain Medicine fellowship at Virginia Commonwealth University Hospital.

His undergraduate degree in biochemistry is from Florida State University and he received his D.O. from Nova Southeastern University College of Osteopathic Medicine. His post graduate education includes an internship at Cook County Hospital in Chicago. He studied preventative medicine at the University of South Carolina School of Medicine. He completed his residency in anesthesiology at the Medical College of Georgia. He then completed a fellowship in interventional pain management at the Medical College of Georgia. Dr. Burns’ training encompasses all aspects of current interventional techniques. He is also one of the leading experts on radiofrequency and the treatment of pain syndromes here in the Southeast. He is a member of the American Society of Anesthesiology, Florida Osteopathic Medical Association and Duval County Medical Society. He is also owner of Southeast Anesthesia and Spine Specialists. Prior to joining Coastal, he spent five years with the Jacksonville Spine Center.

He received his doctorate degree from St. George’s University School of Medicine in 2002. He completed his medical internship at Hennepin County Medical Center in Minneapolis, MN and his medical residency in physical medicine and rehabilitation at the University of Minnesota in Minneapolis, MN. He then completed a fellowship in Pain Medicine at the University of Pittsburgh Medical Center in 2007. Before joining Coastal Spine and Pain Center, Dr. Schimpff worked as the medical director of pain medicine and the director of the spine clinic for Sheltering Arms Hospital in Richmond, VA. He was a clinical professor and the site director of the pain medicine fellowship training program at the Medical College of Virginia in Richmond, VA. Dr. Schimpff has research experience working as a molecular biologist at the National Institutes of Health. He is a member of a number of medical associations, including American Academy of Pain Medicine.

Read MoreDr. Christopher Manees is board certified by the American Board of Anesthesiology with a Subspecialty Certification in Pain Medicine. He earned his medical doctorate from the Wayne State University School of Medicine in 2006 and completed his Anesthesiology Residency in 2010. Manees finished his pain medicine fellowship at the same institution in 2011, where he managed acute/chronic pain consults. Before joining Coastal Spine and Pain Center, Manees worked for three years at a private practice in Austin, Texas. He is a member of the American Medical Association, American Society of Anesthesiologists, American Academy of Pain Medicine, and American Society of Interventional Pain Physicians. Manees received the Patients’ Choice Award and Compassionate Doctor recognition in 2010 and 2011 during his pain medicine fellowship at Wayne State University/Detroit Medical Center and again in 2012 and 2013 while in private practice.
Read MoreLeslie Horne is a Physician Assistant certified through the National Commission on Certification of Physician Assistants. She earned her Master of Medical Science from Nova Southeastern University in Fort Lauderdale, Florida.
Prior to attending PA school, Horne qualified as an EMT-B and worked in an emergency room. After graduation from PA school, she worked in an urgent care center, seeing patients as well as conducting DOT physicals and ordering and reading diagnostic tests. Horne then transferred to a pain management where she assessed patients and was trained to administer interventional pain management options such as trigger point injections, as well as the management of surgically implanted pain relief devices. She also participated as a subclinical investigator on medication research trials.
Horne is a member of the American Academy of Physician Assistants and the Florida Academy of Physician Assistants. Her experience working with a variety of patients and examining and diagnosing medical issues as well as managing medical conditions makes Horne an asset to our Coastal Spine and Pain professional team.
Read MoreAllison Fries is board certified physician assistant. She earned her Master of Medical Science in Physician Assistant Studies from South University in Tampa, Florida, after receiving a Bachelor of Science in Exercise Science and Sports Studies with minors in chemistry and biology from Florida State University.
Before joining Coastal Spine and Pain Center, Fries served in emergency departments for HCA Florida Orange Park Hospital and Memorial Hospital of Jacksonville, where she also was the Chief Physician Assistant and a peer mentor.
Fries brings more than 20 years of experience in trauma care, recognizing and prioritizing the evaluation, stabilization and management of medical emergencies, and treating critically ill patients. She is proficient in medical interventions and procedures including, but not limited to: laceration repair, incision and drainage of abscesses to relieve pain, and digital nerve block procedures. During the pandemic, Fries worked in telemedicine, enhancing listening skills and long-distance diagnostic practices.
She is a member of the American Academy of Physician Assistants and the Florida Academy of Physician Assistants.
Jakob Warpinski-Bitting, PA-C is a certified physician assistant and a member of the American Academy of Physician Assistants. He earned his Master of Science in Physician Assistant Studies, Florida State University in Tallahassee, Florida.
Before joining Coastal Spine and Pain Center, Warpinski-Bitting was a Endovascular Neurosurgery Physician Assistant at Ascension St. Vincent’s Hospital in Jacksonville, Florida. There, he worked as first assistant in both open and endovascular neurosurgical operations and bedside procedures. His outpatient clinic responsibilities included postoperative patient follow-up and individualized patient education. On-call patient duties included exams, interpretation of imaging studies and working in direct collaboration with a multidisciplinary team to effectively manage patient conditions to ensure each patient received their specific needs.
Warpinski-Bitting has clinical experience in general surgery, internal medicine, behavioral and mental health, radiology, emergency medicine, family medicine, geriatrics, pediatrics and women’s health. He brings his cooperative nature and technical skills to serve Coastal Spine and Pain Center’s patients in pain management treatments and procedural care.
